Trish, that’s the point: Google doesn’t want you certifiying in Adwords unless you are using the program extensively. $1000/month isn’t hard…you need to find3-4 clients willing to spend at least $10/day promoting their products.

Surely $1000 would be a great deal to spend on a personal blog.
